Overview

While installing Oracle Database 19c on Oracle Linux 9 or Red Hat Enterprise Linux 9, DBAs often encounter the following fatal installer error during Step 16 of 17:

Why This Error Happens

Oracle Database 19c was originally certified for OL7 / RHEL7 and OL8 / RHEL8.
When installing on OL9 / RHEL9, the installer fails due to:

  • Absence of compat-openssl11
  • Incorrect compiler / make dependencies
  • Using outdated OPatch
  • Installing base 19c without latest RU

👉 Oracle 19c must be installed with the latest RU when running on OL9 / RHEL9

Below are the exact steps to successfully install Oracle 19c on OL9 / RHEL9, complete with APR 2024 RU (19.23.0.0.0).


Step 1: Install Prerequisite RPMs (Root User)

Oracle Linux 9

dnf install oracle-database-preinstall-19c

Red Hat Enterprise Linux 9

dnf install bc binutils compat-openssl11 elfutils-libelf fontconfig \
glibc glibc-devel ksh libaio libasan liblsan libX11 libXau libXi \
libXrender libXtst libxcrypt-compat libgcc libibverbs libnsl \
librdmacm libstdc++ libxcb libvirt-libs make policycoreutils \
policycoreutils-python-utils smartmontools sysstat

📌 You may use yum instead of dnf if preferred.


Step 2: Prepare Oracle Home (Oracle User)

  1. Download Oracle Database 19c
  2. Extract it to your intended $ORACLE_HOME
mkdir -p /u01/app/oracle/product/19.0.0/dbhome_1
unzip LINUX.X64_193000_db_home.zip -d /u01/app/oracle/product/19.0.0/dbhome_1

Step 3: Update OPatch Utility (CRITICAL)

Download OPatch

  • Patch 6880880
  • OPatch Version: 19.0.0.0.0
cd $ORACLE_HOME
mv OPatch OPatch_orig
unzip p6880880_190000_Linux-x86-64.zip

✅ This step is mandatory. Old OPatch versions cause build failures.


Step 4: Download RU + OJVM Combo Patch

Patch Details

  • Patch 36209493
  • GI RU 19.23.0.0.240416
  • OJVM 19.23.0.0.240416

Extract the patch:

unzip p36209493_190000_Linux-x86-64.zip

Step 5: Run Oracle Installer with RU Applied

cd $ORACLE_HOME
./runInstaller -applyRU <extracted_path>/36233126
./runInstaller -applyRU /home/oracle/patch/36209493/36233126
Preparing the home to patch...
Applying the patch /home/oracle/patch/36209493/36233126...


Successfully applied the patch.
