Introduction

Key AI-driven capabilities in Oracle 23ai include:

  • AI Vector Search: Enables semantic search of unstructured data, allowing enterprises to query and analyze images, documents, and other non-traditional data types with natural language–like precision.
  • In-Database Machine Learning: Supports training, deployment, and execution of machine learning models directly within the database without the need for external tools.
  • Automated Query Optimization: Reduces manual database tuning efforts, improving efficiency and lowering DBA workloads.
  • Enhanced Automation: Simplifies administration, patching, and workload optimization with self-managing features built natively into the database.

By embedding these AI-driven features directly into the core engine, Oracle 23ai aims to transform the database from a passive data store into an intelligent, decision-making platform.


Why On-Premise Oracle 23ai is Delayed

Unlike earlier versions such as Oracle 19c, which quickly became the de facto long-term support release for on-premise databases, Oracle 23ai has not yet followed the same path.

The general on-premise release of Oracle 23ai has been delayed, and the reasons are both technical and strategic:

  1. Testing and Certification Across Hardware

  4. AI Performance Optimization in Cloud
    Many of the flagship 23ai features, such as AI Vector Search and automated AI-driven operations, are optimized for elastic, cloud-scale infrastructure. Running these effectively on arbitrary on-premise hardware may not yield the same performance benefits.

Where You Can Run Oracle 23ai Today

While general on-premise availability is not yet an option, enterprises do have choices if they want to leverage Oracle Database 23ai.

1. Exadata Cloud@Customer

This model brings Exadata’s high-performance engineered system into your own data center, fully managed by Oracle. It allows organizations with data sovereignty, compliance, or latency concerns to run 23ai close to home, without moving fully to the public cloud.

2. Oracle Database Appliance (ODA)

ODA provides a smaller-scale, engineered system for customers who don’t need Exadata-level performance but still want to experience Oracle’s latest database capabilities on-prem.

3. Oracle Cloud Infrastructure (OCI)

For those willing to adopt a full cloud model, OCI offers the most flexible and scalable way to run 23ai. Enterprises can benefit from elasticity, automated scaling, and integration with Oracle’s broader AI services.

4. Hybrid and Multi-Cloud Options

Oracle has designed 23ai with hybrid deployments in mind, allowing enterprises to integrate their existing on-prem workloads with cloud-native services. This provides a gradual path toward cloud adoption without requiring a full migration immediately.


Strategic Implications for Enterprises

The limited availability of Oracle 23ai on traditional on-prem servers highlights Oracle’s strategic emphasis on cloud growth. By focusing on engineered systems and OCI, Oracle ensures:

  • Customers experience optimized AI performance with controlled hardware.
  • Enterprises are encouraged to consider cloud migration or hybrid adoption.
  • Oracle maintains a competitive edge against rivals like AWS and Microsoft, who are also pushing AI-native cloud database offerings.

For enterprises, this means decision-making is increasingly tied to long-term IT strategy:

  • If you’re already an Oracle shop heavily invested in Exadata or ODA, you’re in a good position to adopt 23ai now.
  • If you’re running Oracle on generic on-prem hardware, you may need to wait for further announcements or consider a hybrid/cloud transition plan.

The Road Ahead for Oracle 23ai On-Premise

As of today, the general on-prem release of Oracle Database 23ai remains “to be determined”. Oracle has not provided a firm timeline, leaving customers to rely on Exadata, ODA, or OCI for the immediate future.

However, based on Oracle’s historical release patterns, it’s possible that an on-premise version may arrive once:

  • Testing across broader hardware platforms is complete.
  • Oracle feels comfortable balancing cloud-first adoption with customer demand for self-managed deployments.

Until then, the best way to explore Oracle 23ai is through Oracle’s cloud ecosystem or engineered systems tailored for enterprise-grade workloads.
